Giving Guidelines
The Blanche Fischer Foundation (BFF) is a small, family foundation dedicated to enhancing independence, accessibility, and opportunity for Oregonians with permanent physical disabilities. As a responsive grant maker, we focus on impact-driven funding that directly supports individuals and organizations working to remove barriers and create sustainable solutions for the disability community.
BFF’s funding strategy aligns with our 2025–2030 Strategic Plan, which prioritizes financial sustainability, program impact, and statewide outreach. Our goal is to grow our grantmaking capacity, ensuring that our resources reach those who need them most.

As a small foundation, we take a hands-on approach to grantmaking. We carefully evaluate each request to ensure it aligns with our mission and financial capacity, making strategic decisions that maximize our impact while maintaining financial stability.
Who & What We Fund
We provide grants to individuals and 501 c-3 organizations.
Individual Grants
Our individual grant program provides direct financial assistance to low-income Oregonians with permanent physical disabilities to support independence, accessibility, and mobility.
💡 Funding Supports: ✔ Assistive technology & adaptive equipment (e.g., wheelchairs, hearing aids, prosthetics) ✔ Home & vehicle modifications (e.g., ramps, lifts, accessible renovations) ✔ Independent living support (e.g., personal assistive tools, vocational training)
📌 Maximum Grant Amount: Up to $1,500 per request, every three years 📅 Application Cycle:Quarterly awards – Applications available April 1, 2025
Funding Priorities
We prioritize funding that: ✔ Expands access to essential services and tools that improve the quality of life for individuals with disabilities. ✔ Promotes long-term independence by supporting projects that encourage self-sufficiency. ✔ Serves rural and underserved communities where accessibility resources are limited. ✔ Demonstrates strong community engagement and financial sustainability.
Funding Limitations
BFF does not provide funding for: ❌ Ongoing living expenses (e.g., rent, utilities, medical bills) ❌ Items purchased before submitting a grant application ❌ Political campaigns, religious activities, or lobbying efforts ❌ One-time direct donations to individuals outside our grant programs
Our Commitment to Financial Sustainability
BFF is committed to strategic financial growth, as outlined in our 2025–2030 Strategic Plan, to ensure we increase our grantmaking capacity over time. By growing our investment portfolio, we aim to expand the number of grants awarded annually, reaching more individuals and organizations in need.
Our investment goals include:
Expanding our portfolio from $1.8 million to $10 million by 2030 to sustain and grow our funding impact.
Increasing strategic partnerships to leverage additional funding opportunities.
Growing our internal capacity to ensure sustainable financial management for long-term grantmaking.
